Brandy Savarese

Chief of Staff

Brandy Savarese is a transportation advocate and research administrator based in Baltimore, Maryland., currently serving as the Chief of Staff for the Baltimore City Council District 11 office. Prior to this, she was Associate Director at Morgan State University’s National Transportation Center and the SMARTER Center, where she managed grant administration and community engagement initiatives.

Savarese holds a master’s degree in architectural history from the University of Virginia, with a focus on transportation landscapes and urban planning. Her career includes roles in research administration at the University of Texas Center for Transportation Research and editorial positions in publishing, where she specialized in translating complex engineering research into accessible language. Active in regional transportation policy, she has been appointed to several advisory boards, including the Transform Maryland Transportation Executive Committee and the Baltimore Metropolitan Council’s Bicycle Advisory Board .

Joshua Spokes

Director of Legislative Affairs

Joshua Spokes is a public servant and geospatial analyst based in Baltimore, Maryland. As of February 2025, he serves as the Director of Legislative Affairs for Baltimore City Council’s District 11. Prior to this role, he worked as a Geographic Information Systems (GIS) Analyst for the City of Baltimore’s Department of Public Works, focusing on water and wastewater infrastructure . Spokes brings a strong technical background to his work in local government, using spatial data to inform policy and improve municipal services. His expertise in GIS has been instrumental in enhancing the city's infrastructure planning and management. In his current position, he bridges the gap between data-driven analysis and legislative decision-making, ensuring that policies are informed by accurate and relevant information. Spokes is also known for his commitment to community engagement, often collaborating with local organizations to address urban challenges. His multifaceted experience underscores his dedication to fostering sustainable and equitable development in Baltimore.

Ja’Heim Brodie

Constituent Services Manager

Ja’Heim Brodie is the District 11 Constituent Services Manager. He is the main point of contact for constituent requests, leveraging his excellent customer service and research skills to address issues large and small.

Ja’Heim was born in Baltimore City and spent his childhood in Baltimore County where he graduated from Eastern Technical High School. He moved back to the city to pursue his political science degree at Baltimore City Community College.

Some of his interests include urbanism, land value tax, and public transportation. Ja’Heim primarily uses public transportation (along with walking and biking) to get around the city and it was through his use of the bus system that he became passionate about urbanist polices that he believes could make public transportation in the city more reliable.

Ja’Heim is an avid fan of women’s basketball (college and NBA). His favorite college teams are UConn, LSU, and South Carolina; his favorite WNBA teams are the Chicago Sky, Dallas Wings, and Minnesota Lynx.

His job is to field calls/emails from constitutes, answer any questions they may have, and help coordinate with city agencies to resolve any issues.

Char Myers

Community Aide

Char Myers joined Councilmember Blanchard’s team in May 2025 as District 11’s Community Aide. They provide administrative support to the office, including (but not limited to) scheduling services and inbox management. They were born and raised in Montgomery County, studied Art History and English Literature at the University of Maryland in College Park, and landed in beautiful Baltimore in the fall of 2023. Char is passionate about public transportation and free/accessible art for Baltimoreans. They are excited to work for the people of District 11!
